I know eh? Might have something to do with the light turbulence in that area, below the falls. I’ve seen something similar on the shores of Lake Ontario occasionally, when there are gentle waves.
I recently read about these in Chicago, along the lakefront. There’s a bit of an explanation in the article. I think I’ve seen others that were said to have formed because of turbulence, as you say.
